Public Comment: Proposed ADA-Accessible Restroom at Smith Creek Sensory Trail

Project Overview

The Town of Clifton Forge proposes to install a new two-unit, ADA-accessible restroom facility at the Smith Creek Sensory Trail in downtown Clifton Forge, Virginia. This project responds directly to community feedback requesting restroom access to support the trail’s heavy daily use and special events. This project is partially funded by the Recreational Trails Program (RTP) administered by the Virginia Department of Conservation and Recreation.

  • Project Site: Smith Creek Sensory Trailhead, Clifton Forge, VA
  • Setting: Centrally located in downtown Clifton Forge, adjacent to the community garden and sensory play features, within a highly used and publicly maintained green space.

Project Scope

  • Restroom Building: A small structure with two fully ADA-compliant stalls, stainless steel fixtures, grab bars, lighting, ventilation, and vandal-resistant finishes.
  • Utility Connections: Installation of water, sewer, and electrical service lines to connect to existing Town infrastructure.
  • Accessibility Improvements: ADA-compliant sidewalk connection and pad for direct trail access.
  • Site Preparation: Grading, anchoring, trenching, and stabilization of the project footprint.
  • Enhancements: Landscaping with native vegetation and integration with existing trail amenities.

Project Benefits

  • Provides year-round restroom access for families, seniors, individuals with disabilities, and visitors.
  • Extends usable time on the trail, reducing barriers for children and older adults.
  • Supports community events such as seasonal trail lighting, outdoor education, and recreation programming.
  • Improves health, hygiene, and inclusivity for one of the Town’s most visited outdoor spaces.
  • Aligns with the 2024 Comprehensive Plan goals for public facilities, sustainability, and recreation.

  • Town of Clifton Forge Match Contribution: Estimated $40,000 (site prep, utility hookups, labor, landscaping)
  • Total Project Cost: $188,400
